To add the owner's role to the user on the Resource Group, perform the following steps.
Log in to the Azure portal.
Navigate to the Resource Groups and click Access Control (IAM) on the navigation bar.
Click Add > Add role assignment.

Click Next.
On the Members tab, select User, group, or service principal to assign the selected role to the user responsible

Click Select members.
Find and select the user.

You can type in the Select box to search the directory for the display name or email address.
Click Select to add the user to the Members list.
Click Next.
On the Review + assign tab, review the role assignment settings.
Click Review + assign to assign the role.
After a few moments, the Owner's role is assigned to the user.
